You are good to go! The last frost dates for Fresno and Sacremento are April 1. You should be able to find plenty of tomato plants available at a local nursury or garden shop if you didn't start your own from seeds.

The best advice is to start them indoors now; follow directions.
It's far too early to have them out; they need warmer weather by far and 50+ days to get strong enough before being transplanted to the outdoors. unless they're a hardy early growing variety, this is good advice.
